Savings Rates How Do Interest Rates Relate To Savings Rates?

How do interest rates relate to savings rates? - savings rates

In the UK, the Bank of England, set@0.5%, and I know that it stimulate the economy, because we are in a period of deflation. I know that the savings rate of exchange, depending on the vote by the Bank of England, but they are exactly the same (0.5%). Why does the customer offer higher interest rates? Sorry to paint a complete theory of the firm, it is difficult for me.

Banks should lend money to offer in April to encourage more people to open accounts and save. If the money is in short supply (inflation - which means more expensive to buy the same again) tend to increase prices in order to attract more investors.
